Regional Partnership Named high performing WDB for PY 2014 Youth Performance

In April 2016, the North Carolina Department of Commerce Division of Workforce Solutions (DWS) contracted with NC State’s Industry Expansion Solutions (IES) Evaluation Team to conduct a preliminary analysis of the NC Workforce Innovation and Opportunity Act (WIOA) Youth Program. This report documents and communicates the preliminary findings from that analysis, focusing on the NC WIOA Youth Programs’ operations, policies and processes.

The 2014 Workforce Innovation and Opportunity Act (WIOA) allocates additional spending on OSY programming, streamlines eligibility processes and shifts focus to work-based learning and career pathways. In response to these changes, the North Carolina Department of Commerce Division of Workforce Solutions (DWS) tasked its 23 Workforce Development Boards (WDBs) with implementing the new standards across the state. At the end of the first year, the DWS contracted with NC State University’s Industry Expansion Solutions (IES) to assess the status of WDB youth programs and processes.

Analysis or Performance Measures:

Actual percentages achieved by each WDB for PY 2014 reflected how well the WDBs performed regarding three youth performance metrics used in the annual reports: Placed in Employment; Attaining Degree Certification; and Achieving Literacy & Numeracy.

This report identified five as high-performing WDBs: CharlotteWorks, Region C, Region Q, Regional Partnership, and Southwestern.
